Keys to Meaningful Health Care Reform

Tort Reform: Why should lawyers be allowed to drive up the cost of health care? Tort reform could reduce the cost of health care enough to pay for coverage for all of those uninsured due to cost.
a. Compensate for all medical costs (uncapped)
b. Use actuarial tables to determine compensation for loss of income (uncapped).
c. Limit awards for “pain and suffering” to $1 million.
- Allow Individuals to Purchase Health Care Insurance Across State Lines: This will help to encourage competition among insurance providers and help reduce premium costs for consumers.
- Federal Health Care Insurance Mandates: Allowing each state to have their own set of mandates drives up the cost of health care insurance. Currently there are almost 2,000 state mandates. So establish one set of federal mandates to help streamline the process. This would also make it easier for persons to shop for insurance coverage across state lines to get the best value possible.
Encourage All Americans To Have Health Care Insurance: Of the 47 million uninsured Americans, almost half are members of the healthiest segment, those under age 30, who choose to be uninsured. But if they did purchase health care insurance it would spread the risk pool and the costs, thus reducing the costs for everyone else. HOWEVER, it is unconstitutional to mandate everyone to acquire health care insurance. With car insurance the law says without minimal coverage you can not drive a car - and that IS legal. But what do you say to those without health care insurance - you can't get sick?
- Eliminate Pre-existing Conditions: If the previous item (above) is implemented then it is financially feasible to eliminate pre-existing conditions for all Americans.
- Broad Implementation of Wellness Programs: “An ounce of prevention is worth a pound of cure” is what wellness programs are all about. By providing people with help in making healthier choices we will reduce the overall costs of health care. Key among these is a program to help quit smoking and a program to help fight obesity.
- Allow Individual Insurance Costs to be Tax Deductible: Employers who provide health care insurance for their employees are able to deduct the cost from their taxes. Allow individuals who purchase their own health care insurance coverage to deduct the cost from their taxes.
Require Health Care Providers to Post Their Prices: By requiring providers, including doctors and hospitals, to post the price for their various services, consumers will be able to compare and make better informed choices. In this way, providers with considerably higher prices will, in effect, need to justify their higher prices to consumers before providing the service.
